Lincoln Nehring, President and CEO

Lincoln Nehring, President and CEO, joined the organization in 2010 as our Senior Health Policy Analyst until April 1, 2015, when he was appointed our President and CEO. He was previously the Medicaid Policy Director for the Utah Health Policy Project. Lincoln received his JD from the University of Oregon in 2004 and is a member of the Utah State Bar. He also has a Masters Certificate in Non-Profit Management from the University of Oregon. Lincoln was also a Law Clerk for the Honorable Langhorne Keith of the Virginia Circuit Court and a Law Clerk for Senator Orrin Hatch, U.S. Senate Judiciary Committee.

Terry Haven, Deputy Director

Terry Haven, Deputy Director, joined the organization in 1996. She researches and publishes the annual Utah KIDS COUNT data book that reports on the well-being of Utah's children by county. She analyzes U.S Census data and provides data support for all Voices issue areas. She also conducts trainings and provides technical assistance on data work for community groups. Terry is the point person at Voices for our work on Intergenerational Poverty and two-generation strategies for moving children and their families out of poverty. This includes working with the Intergenerational Poverty Commission Research Subcommittee and focusing on chronic absence.Terry works with a number of national partners including the Annie E. Casey Foundation, the Ascend Fund at the Aspen Institute, and Attendance Works to help further the mission of Voices for Utah Children. Her academic background is in sociology, with a Bachelors degree and Masters degree from the University of Wyoming.

Janis Dubno, Early Education Policy Director

Janis Dubno, Early Education Policy Director, joined the organization in 2008. She received a Master in Business Administration in Finance from the Wharton School at the University of Pennsylvania and a Bachelor's in Economics and Political Science from Yale College. Janis is a Board Member of the Utah Association for the Education of Young Children. She is also an adjunct professor in the finance department of the Gore School of Business at Westminster College.

Matthew Weinstein, State Priorities Partnership Director, joined the organization in 2014. As State Fiscal Policy Director, he conducts analysis and advocacy focused on the state budget from the perspective of what's best for Utah's children. He holds a Master of Public Policy degree from Georgetown University and a B.A. in Political Science from Amherst College.

Tess Davis, State Priorities Policy Analyst, joined the organization in 2015. Prior to joining Voices for Utah Children, she worked with the legislative policy team at Breathe Utah, where she spent the 2015 General Session advocating for clean air. She earned her BA in German Language & Literature from Willamette University in Oregon, and her JD from the University of Tulsa College of Law, gaining valuable clinical experience through her work with the Immigrant Rights Project legal clinic. Prior to law school, she taught English as a Second Language in Utah, Texas, and Honduras. As a former teacher and a native Utahn, she looks forward to continued opportunities to help improve quality of life for children across the state.

Jessie Mandle, Health Policy Analyst, joined the organization in 2015.  Prior to joining Voices for Utah Children, Jessie was a Senior Program Planner with the San Francisco Department of Children, Youth and Their Families, where she focused on nutrition and Out of School Time areas. Jessie also worked as a policy researcher in Johannesburg, South Africa and oversaw a CDC grant for Multnomah County Aging and Disability Services in Portland, Oregon. Most recently, she worked with the Utah Department of Health and the Utah Cancer Action Network. Jessie has a Master's degree in Public Heath from Portland State University and a B.A. in Government from Wesleyan University in Connecticut.

April Young Bennett, Communications Director

April Young Bennett, Communications Director, joined the organization in 2014.  She received her Master of Public Administration from the University of Arizona and her Bachelor in Community Health Education from Utah State University.  Prior to joining Voices for Utah Children, April worked for the Utah Department of Health for over a decade, addressing health disparities among minorities and other underserved Utahns.  She completed internships and fellowships with the VA Salt Lake City Health Care System, the Center for Applied Behavioral Health Policy and the U.S. Senate.

Sara Gunderson, Office Manager and Executive Assistant, joined the organization in 2007. She has extensive administrative experience, including more than eight years in development at the University of Utah Health Sciences Center. Sara received her BS in Psychology at the University of Utah with a coursework emphasis in infant and child development.
