Child Welfare & Safety Reports

The objective of this project was to examine current foster care review systems in Utah and other states and provide a report with recommendations regarding the future of reviews for children in foster care.
The Adoption Assistance and Child Welfare Act of 1980 (P.L. 96-272) (as amended by the Adoption and Safe Families Act of 1997) requires the juvenile courts or an administrative review board in each state to review the status of every child in foster care no less than once every six months. Since 1993, Utah has utilized the Foster Care Citizen Review Board (FCCRB) to assist the state in meeting this requirement. During recent legislative sessions, Utah lawmakers, and others, have raised the question of whether Utah's current system is the most effective way to meet the requirements for foster care case review. In the 2003 legislative session, the Utah State Legislature reduced the state-funded portion of the FCCRB budget by approximately one-half. Today FCCRB is at a crossroads where its effectiveness and relevance is being measured in an ever evolving child welfare system.
